Okay, so maybe the ‘best’ is overreacting. But I would say these 10 are some of the top cards and you should buy them from the Card Shop Commodities with your Lucky Coins.
Table of Contents
1) Timmie

[ Timmie: 0 Dice ]
➥ At the end of each round, Timmie will automatically gain 1 Pigeon. And after 3 rounds, this card will be removed and you will get 1 Action Card and 1 Omni-Element Dice. The best thing about this card is of course that it is free to use and you are guaranteed to get a free card and dice after 3 rounds. Sure, 3 rounds look like a long time but trust me, it’s worth it.
➥ You will get this card from Timmie in open-world after defeating him, and you can buy another one from the Shop! So you can add 2 Timmie cards to your Action Card deck.
2) Liben

[ Liben: 0 Dice ]
➥ Similar to and greater than Timmie where it is free to use and provides card + dice, but with a cost. At the end of each round, he will collect unused Dice from your side. Once he collects 3 Dice (it can be in one round or multiple rounds), the card will be removed and you will get 2 Action Cards and 2 Omni-Element Dice in the next round.
➥ You can buy 2 cards of Liben in the Shop and add both of them to the Action Card deck.
3) Jade Chamber

[ Jade Chamber: 1 Dice ]
➥ Once you use this card, it will be a permanent buff and will stay in the Support Zone until you end the duel! This is a super duper good card because during the Roll Phase, 2 of the Elemental Dice are guaranteed to match your active character. For example, if your active character is Diluc, you WILL get 2 Pyro Dice.
➥ You will get 1 Jade Chamber card after defeating Bu’yun in Liyue, and you can buy another 1 from the Shop. So you can add 2 Jade Chamber cards in the Action Card deck.
4) Katheryne

[ Katheryne: 2 Dice with any elements ]
➥ So, every time you switch active characters, it is considered Combat Action and your opponent will have their turn next. But with Katheryne, the switching character will be considered Fast Action where you can continue doing other Combat Action! Sure, it cost 2 Dice, but this card is a permanent buff and will stay until the end of duel, which is really good.
➥ You will get 1 Katheryne card after defeating Lan in Liyue, and you can buy another 1 from the Shop. So you can add 2 Katheryne cards in the Action Card deck.
5) Knight of Favonius Library

[Knights of Favonius Library: 1 Dice]
➥ This card has a decent skill where you can reroll 1 Dice during each round, but the best part is where you can gain another chance to reroll in the Roll Phase. If you don’t remember, you do initially get 1 free reroll during the Roll Phase, but there is a possibility your new Dice also suck, so this card can help you get another 1 free reroll!
➥ You can buy 2 cards of Knights of Favonius Library in the Shop and add both of them to the Action Card deck.
6) Strategize

[ Strategize: 1 Dice]
➥ I think most already knew how great this card is. By using this card, you can get 2 Action Cards from your Draw Pile to your hand. Those new cards may contain great skills, but if not, you can use them for Elemental Tuning. But remember that you can only have 10 Action Cards at one time, so extra cards will be destroyed. Make sure to pay attention to your cards in hand before using Strategize.
➥ You can get 1 Strategize from the TCG quest and buy 1 card of Strategize in the Shop and add both of them to the Action Card deck.
7) Leave It to Me!

[ Leave It to Me!: 0 Dice]
➥ This card is a cheap version of Katheryne where the Switch Character will be considered as a Fast Action and you can continue your turn instead of Combat Action. The difference between this card and Katheryne is that this card is a one-time use only! “Oh but I already put Katheryne in the deck so I don’t need this one,” no no don’t think like this. Remember that a duel can prolong until 8 rounds or even more. Within each roll, it’s literally impossible to know which card we will get and even hard to get the one we want. So having this card in addition to Katheryne will help you in the long run.
➥ You can get 1 Leave It to Me! from the TCG quest and buy 1 card of Leave It to Me! in the Shop and add both of them to the Action Card deck.
8) When the Crane Returned

[ When the Crane Returned: 1 Dice ]
➥ This is a very strategic and useful card where you can immediately switch your active character to the right one after you use any Character Skill. By using this card, you will save a turn where you don’t need to sacrifice a turn by switching characters. But! When picking Character Cards, their order in the deck matters! Because you can’t choose which character you want to switch and the card will automatically choose the right now. If there are no characters on the right, next go left-most( 1->2->3->1).
➥ You can get 1 When the Crane Returned from the TCG quest and buy 1 card of When the Crane Returned in the Shop and add both of them to the Action Card deck.
9) Starsigns

[ Starsigns: 2 Dice ]
➥ Elemental Burst is obviously the strongest skill in TCG, but you’re gonna need to charge your character’s Energy first. With this card, your current active character will gain 1 Energy. Yeah sure, the cost is 2 Dice but I think it’s worth the price.
➥ You can get 1 Starsigns from the TCG quest and buy 1 card of Starsigns in the Shop and add both of them to the Action Card deck.
10) Calx’s Arts

[ Calx’s Arts: 1 Dice ]
➥ The last and cutest card for this guide. This card is similar to Starsigns but I dare say it’s even better, especially since you often change characters and use their Character Skill. If Starsign is used in the early time of the round (because you need remaining Dice to use that Elemental Burst), Calx’s Arts is best used in the middle of the duel because it needs to absorb Energy from 2 Standby Characters. But, if your Standby Character is unalive or does not have any Energy, this card is practically useless (that’s why needs to be saved until your standby characters have Energy).
➥ You can get 1 Calx’s Arts from the TCG quest and buy 1 card of Calx’s Arts in the Shop and add both of them to the Action Card deck.
