Twilight Arbiter – Cyno and Candace Banner Guide

As players of Genshin Impact continue to explore the vast lands of Sumeru, not only did it welcome brand new elemental reactions for Dendro, but also loveable characters that reign from the land of wisdom are lining up to become playable as well.

Coming Version 3.1, 5-star Electro character Cyno’s banner will be running for a limited time along with 4-star Hydro character Candace.

Although they haven’t made their official appearance yet in the first and second act of Sumeru’s Archon Quest, Cyno and Candace will be playing an important role in the third and fourth act.

Who is Genshin Impact Cyno?

“Good deeds and bad, in the end, all will be placed upon the scales.”

Cyno, who is more known as the General Mahamatra, is the leader of all Matras and is in charge of supervising the researchers of the Akademiya. He is often mistaken as a teen due to his naturally young looks, but he’s someone who holds a strong sense of justice and has his own unique methods of putting justice into his own hands. His profession made stronger by his beliefs only pictured him as a dire threat against the pursuit of knowledge by the Akademiya researchers, which does not even bother him in the slightest. Despite using his abilities to punish evil deeds however he sees fit, Cyno also has a fun side to him – a weird sense of humor only he seems to understand.

Cyno is voiced by Alejandro Saab in English, and Irino Miyu in Japanese.

Who is Genshin Impact Candace?

“I will always seek to protect the things that are most important, no matter what it takes… even when it looks futile.”

Meanwhile, Candace is the guardian of Aaru Village and a descendant of King Deshret. She is a gentle and benevolent soul who only wants nothing but peace and good health bestowed upon her village, and will welcome anyone with open arms as long as rules are followed and boundaries are respected under her watch. Despite this kind-hearted nature, Candace will not hesitate drawing her lance and shield against anyone who dares to infiltrate Aaru Village with their illegal endeavors.

Candace is voiced by Shara Kirby in English, and Yuzuki Ryoka in Japanese.

Cyno + Candace Banner Livestream Announcement

Cyno and Candace’s banner was officially announced on September 16th via Genshin Impact’s 3.1 Special Program held on Twitch. It is set for a September 28th release, coinciding with the game’s second year anniversary. Rerunning alongside Cyno is one of the game’s most powerful Anemo units (and the Anemo Archon himself), Venti, for his fourth limited time banner.

The General Mahamatra himself, Cyno is designed as an Electro main DPS capable of dealing continuous amounts of damage and gain bonuses through precise operations.

Normal Attack: Invoker’s Spear

Performs four consecutive spear strikes. During a charged attack, consumes a certain amount of stamina to lunge forward, dealing damage to enemies along the way.

Secret Rite: Chasmic Soulfarer

Performs a swift thrust, dealing Electro DMG to opponents along the path. When Cyno is under the Pactsworn Pathclearer state triggered by the Elemental Burst, “Sacred Rite: Wolf’s Swiftness,” he will instead unleash a Mortuary Rite that deals thunderous Aoe Electro DMG and extends the duration of Pactsworn Pathclearer.

Sacred Rite: Wolf’s Swiftness

Calls upon a divine spirit to indwell him, morphing into the Pactsworn Pathclearer. Cyno’s Normal, Charged, and Plunging attacks will be converted to Electro DMG that cannot be overridden.

Candace is Aaru Village’s sole guardian who wields a lance and a shield. She is designed as a support character capable of damage absorption that can buff party members’ offensive attacks.

Normal Attack: Gleaming Spear – Guardian Stance

Performs four consecutive spear strikes. During a charged attack, consumes a certain amount of stamina to lunge forward, dealing damage to enemies along the way.

Sacred Rite: Heron’s Sanctum

[TAP] Rushes forward with her shield, dealing Hydro DMG to opponents in front of her.

[HOLD] Raises her shield to block incoming attacks from nearby opponents, forming a barrier that absorbs DMG based on her max HP and absorbs Hydro DMG 250% more effectively.

Sacred Rite: Wagtail’s Tide

Candace calls upon a divine blessing that deals AoE Hydro DMG based on her max HP and continuously confers the Prayer of the Crimson Crown on your active character.

Prayer of the Crimson Crown increases the Elemental DMG of team members’ normal attacks and unleashes a rippling wave attack on opponents when characters take the field. Additionally, the attacks of characters who wield a Sword, Claymore, and Polearm will be infused with Hydro.

Um… I’d rather not talk about him, if that’s okay? Oh, no — the General Mahamatra isn’t a bad guy or anything. Matter of fact, I have him to thank for bringing me back from Mondstadt to Sumeru and finding me a safe place to stay. It’s just that… whenever I’m reminded of the sealing process just before leaving Mondstadt… ooh… the back of my neck starts hurting again…

You want to see Cyno…? Well, firstly, a word of caution: if he ever comes chasing you down for work-related reasons, prepare for the nightmare of a lifetime. Other than that, General Mahamatra is a high-ranking position, so it usually isn’t easy to find him. But he does occasionally go to Gandharva Ville to see Collei. As much as he might want to stay unnoticed, he can’t fool my ears, heh.

You could say I know him. After all, I was the only merchant in all of Sumeru who could acquire the full range of Genius Invokation TCG merch for him! Not bad, huh? I’ve gotta admit, it’s pretty rare to see anyone from the Akademiya like him… independent and with a good head on his shoulders. Plus, he’s never been one to haggle over prices.

Should you be pulling for Cyno and Candace?

This goes without saying that Genshin Impact may be a game with an ever changing meta, still, go pull for the characters that you love regardless of their kit and tier! If Cyno, or even Candace are amongst your favorites from Sumeru, don’t hold back and spend those hard earned Primogems already – at the end of the day, pull for characters that make you happy.

Though from a meta perspective, Cyno nor Candace’s respective standings aren’t disclosed until they are officially released. “Twilight Arbiter” will be available from September 28th to October 14th, and by then, players will have ample time to understand their kits more comprehensively, as well as team comps and rotations that they will truly shine on.
